For the longest time anyone in the house could play whether I signed in or not. I bought a 2nd digital copy so my son could play with his friends on the second xbox when it went on sale. On the second xbox he had the compatibility pack issues - would endlessly say he needed to download it. The fix was to di as you said - delete the DLC on the secondary xbox.The confusing thing is he is now having the same issues on the primary xbox - where previously he could play with no issues, he now gets the compatibility pack issue. Since he intends to play it alot on his own he bought the season pass himself.

Still wont let him download it on the primary xbox. Something I found also causes the same (or a similar) issue:For some reason, the Xbox 360 does not like it if the USB stick with my wife's gamer profile is inserted while it is scanning for DLC.
Even though I own the DLC and I downloaded it myself onto my Xbox, it still scans her USB drive and gives me an error saying either that I need to download a compatibility pack (even though I already have it) or that some of the DLC is corrupt.The solution is to just not have the USB drive inserted when I first load up the main menu screen (after it searches for DLC). Once I get that far, then I can insert her USB drive and log her in and we can play normally. In my experience, I would have to disagree.
Allow me to share my tale:I bought the game & all of the DLC on my 360 so I could play w/ my son. We both got so into it that I ended up buying him his own 360, his own copy of the game & his own season pass for xmas. Everything worked fine until about 2 weeks ago when we went to try out our new headsets. The dreaded 'Download the latest compatibility pack' message showed up on my console but not his.
I was completely locked out of all my DLC. Contacted Gearbox & after awhile (about a week) they responded, telling me to delete & redownload EVERYTHING but the character saves (which I had already done after finding that advice on their forums). They said I may have to do this multiple times. That's a lengthy process which I have repeated 5 times to no avail. They also told me to delete & redownload my gamer profile.

I couldn't use any of my 6 characters since all of them were above level 50 & the level cap increase was part of the DLC that wasn't loading (except Krieg but he was DLC & therefore Unloadable anyway). None of the skins or heads I paid for (or spent a lot of time looking for in various DLC campaigns) were loading. I was beyond pissed.Then, completely by accident, we stumbled into a workaround.

My son had come out to play on the big TV, bringing his saved games on a flash drive. When he was done, I signed him out while still in-game & signed me in. To my amazement, I had access to everything! Characters, campaigns, skins, the works! No idea what happened or why that fixed it but it did. And it had nothing to do with DLC that I didn't have rights to.
If it did then just switching profiles wouldn't've done anything. I've told Gearbox about our workaround in hopes that they can track down the issue & provide a more permanent solution (I have to repeat the process every time I start the game).
